Project Waste Treatment Plant and inert landfill in "The Orchards" (26/07/2008)

The Councillor for Environment stated that the landfill is the initiative of a private company to develop a farm owned by the company and that the problem arises when the corporation before it declares of public interest, may have prevented it, given the soil characteristics, according to the PGMO.

The Councillor for the Environment, José Gabriel Cano Montoro, appeared yesterday at a press conference to provide citizens with information about the Project Waste Treatment Plant and inert landfill at the request of the company RECICLAMUR will be installed in the place of The Orchards. "

The purpose of the hearing was "to reassure people who may feel uneasy about this project", as declared by the municipal mayor.

Cano Montoro said that the draft heap "is not part of the environmental proposals of the current government team, but the municipal government has initiated the procedure for the construction of an RCD, a ECOPARQUE and recovery environment former landfill in the area of football field in Las Colonias.

Thus, explained the council, "the project consists of a plant and landfill of inert waste or debris to be treated and recycled, not a landfill of organic waste with production of odors."

Cano Montoro has reviewed the chronology of events as follows:

On August 19, 2005, with the Socialist Municipal Group in charge of municipal government, begin the process to leave the activity.

The municipal architect determined that the activity was located on undeveloped land and new irrigation allocations were acceptable only if well managed as public interest.

Four months later, on January 30, 2006, the Local Government Committee unanimously agreed PSOE authorization dump inert waste and in "The Orchards" public interest.

After the file is forwarded to the Directorate General of Planning requesting the company to provide documentation.

"The current government team was asked what was the reason for declaring the landfill in the public interest may not have and have finished this record," the councilman continued.

In January 2007, once the company submits the required documentation is requested Environmental Impact Report of the Directorate General of Environmental Quality.

However, three months later, the local Government Board submits a report unfavorable to the Environmental Quality Service.

At this point, Cano Montoro requested a response to the Socialist Group in the next briefing to be held on Monday 28 July.

Montoro Cano continued his explanation by saying that "consulted the municipal legal services, they recommended that the municipality should continue with the legal procedures for the licensing of activity subject to compliance with the requirements established by the Directorate General of Environmental Quality with this argument City Council has no legal choice but to publish in the BORM the waste project, which was published on 11 July 2008 ".

Therefore, he concluded his explanation, "the problem arises when the previous public interest corporation declares an inert landfill may have avoided given the nature of the soil, so that the Municipal People's Party and the people of Abarán need to explain this fact; as public administration, the City can not oppose any project that meets all the requirements prescribed by law.
